However, if your passport is lost or damaged, you will have to pay 1,500 rubles.

Fines

A passport is too important a document to delay issuing it. It is better to contact the MFC as soon as you turn 20 years old. Validity period of the Passport of a citizen of the Russian Federation

  • from 14 years - until the age of 20;

Issuance (replacement) of a passport

The issuance (replacement) of a passport is carried out by the Ministry of Internal Affairs of Russia (within its competence), its territorial bodies and divisions at the place of residence, place of stay or place of appeal of a citizen in the manner determined by the Ministry of Internal Affairs of Russia.

Currently, multifunctional centers for the provision of state and municipal services only accept applications and documents for obtaining a passport of a citizen of the Russian Federation.

In order to increase the availability of the service, from February 1, 2017, multifunctional centers for the provision of state and municipal services are vested with the authority to issue passports of citizens of the Russian Federation, as determined by Decree of the Government of the Russian Federation of November 18, 2016 No. 1214. At the same time, passports will continue to be issued by departments Ministry of Internal Affairs of Russia and be handed over to the MFC employees for delivery to the citizen.

Comprehensive list of documents required for the provision of public services

  • Application for the issuance (replacement) of a passport in form No. 1P, filled out by hand or typewritten by a citizen who personally applied for a passport.
  • Birth certificate. If a citizen does not have a birth certificate, he is recommended to contact the civil registry office on the territory of the Russian Federation at the place of registration of birth or place of residence to obtain re-certification about birth. The size of the face oval in the photograph should occupy at least 70 - 80 percent of the vertical size of the photograph. The size of the head image in the photograph should be between 30 and 32 mm in height and 18 to 22 mm in width. The image in the photograph is placed in such a way that the free upper margin above the head is 5 (±1) mm.
  • Documents required for making mandatory marks in the passport:
  • Military registration documents (if there is an appropriate basis);
  • Marriage certificate, divorce certificate (if there is a specified fact);
  • Birth certificates of children - citizens of the Russian Federation under 14 years of age (if available);
  • Receipt for payment of state duty (may not be presented). To pay the state fee, you must fill out a receipt indicating the details of the territorial unit of the Ministry of Internal Affairs of Russia at the place of provision (reception) of the state service.
  • When applying for a passport in the event of acquiring citizenship of the Russian Federation, the citizen additionally submits an identification document of a citizen of the Russian Federation outside the Russian Federation, as well as if the citizen permanently resides or has lived outside the Russian Federation, resides on the territory of the Russian Federation and wishes to receive passport.
  • Citizens who acquired citizenship of the Russian Federation directly on the territory of the Russian Federation also submit national identification documents to the unit at their place of residence, place of stay or place of appeal.
  • Documents presented by citizens, executed on foreign language, without duplicating entries in them in the state language of the Russian Federation (Russian), are subject to translation into Russian. The accuracy of the translation or the authenticity of the translator's signature must be notarized in the manner prescribed by the legislation of the Russian Federation.
  • When applying for a replacement passport, the citizen presents the passport to be replaced (non-refundable).

Citizens who have permanently resided outside the Russian Federation and arrived at their place of residence on the territory of the Russian Federation, as well as permanently reside outside the Russian Federation, must submit documents identifying themselves as a citizen of the Russian Federation outside the Russian Federation in order to be issued a passport. Providing documents issued in connection with a change of citizenship

In cases requiring additional check to establish the identity and send requests on the basis of subclause 44.1.6 of clause 44 of the Administrative Regulations, the citizen is denied acceptance of the application for the issuance (replacement) of a passport, which is recorded in the conclusion based on the results of checking the application for the loss or theft of the passport, and the citizen is informed. The duration of the identification procedure should not exceed 5 working days from the date of receipt of the last information necessary for the procedure (submission of copies of documents, duly executed witness statements).

  • Step three – pay the mandatory state fee. This can be done at the bank’s cash desk, non-cash, through a terminal at an MFC branch. Its size varies from 300-1500 rubles. In the first case we are talking about replacement, in the second about restoration.
  • Step four - visit the MFC branch at the appointed time and fill out an application in the prescribed form. You can do this in advance by downloading the form from the official website.
  • Step five is to receive a receipt from the registrar, which can be used to track the readiness of the document.
  • Step six - get new passport, after it is ready.

List of required documents

Before visiting the MFC, you need to collect the following package of documents:

  • Statement of the established form.
  • Old ID card.
