Citizens of Kyrgyzstan, unlike other foreign citizens on the territory of the Russian Federation, can carry out entrepreneurial and labor activities without a Russian driver's license, if they have a license from the Republic of Kyrgyzstan, even if driving a vehicle will be the direct labor responsibility of these persons.

This exception is made for states in which Russian is used as one of the official languages.

A Russian-style driver's license issued for driving a certain category of vehicle must coincide with the work duties of a citizen of Kyrgyzstan on the territory of the Russian Federation. Having a national driver's license for one category, it is impossible to perform duties for driving a vehicle that require qualifications of another, higher category. Otherwise, both the employer and the employee are liable.

Is it possible to replace a driver's license of the Republic of Kyrgyzstan with a Russian one?

Citizens of Kyrgyzstan who have already received a driver's license in their home country can exchange them for a Russian license, subject to a certain procedure.

If a citizen of the Republic of Kyrgyzstan has a driver’s license with the sign “SU”, which was once issued to persons from the republics of the former USSR, then they can be exchanged at any branch of the State Traffic Safety Inspectorate of the Russian Federation.

Documents provided to replace a driver's license:

  • passport of a citizen of the Republic of Kyrgyzstan;
  • a valid driver's license of the Republic of Kyrgyzstan;
  • document confirming registration on the territory of the Russian Federation;
  • migration card;
  • patent for labor activity.

Initial acquisition of a driver's license in the Russian Federation

If a citizen of Kyrgyzstan receives a driver’s license for the first time on the territory of the Russian Federation, then he goes through this procedure at general principles along with Russian citizens.

Important! Driving licenses issued by citizens of the Republic of Kyrgyzstan on the territory of the Russian Federation will be valid only during their stay in the Russian Federation (based on registration data).

Subsequently, when renewing registration or obtaining a residence permit, a Russian driver’s license can be exchanged for a new one at the traffic police department.

To obtain a Russian driver's license, you need to take a theoretical course and complete certain hours of practice driving a vehicle.

Registration for driving courses occurs upon presentation of a passport and payment. The amount of payment depends on the subject of the Russian Federation in which the training will take place and the specific settlement. Naturally, driving courses will be more expensive, for example, in Moscow and cheaper in Nevtekamsk.

An important point in obtaining a certificate is a medical examination. It must be completed at the stage of completing the training courses. The medical examination takes place in a private or public institution accredited for such a procedure.

As a rule, after successfully passing the theoretical and practical part of the exam at a driving school, a citizen of Kyrgyzstan can submit documents to take the exam at the traffic police:

  • application for passing the exam;
  • passport of the Republic of Kyrgyzstan;
  • medical certificate of the established form;
  • a receipt confirming payment of the state duty;
  • certificate of successful completion of training at a driving school.

There are often cases when the road service may refuse to pass the exam on the following grounds:

  • when the face has unpaid fines(traffic violation);
  • the person is under criminal investigation;
  • the person already has a valid driver's license;
  • a citizen of Kyrgyzstan was deprived of his driver's license by court decision;
  • the rights were withdrawn as a result of an offense;
  • There are medical contraindications to driving a vehicle.

If a citizen of the Republic of Kyrgyzstan has been admitted to take the exam, then he will have to undergo computer testing (theory) and perform some mandatory elements of driving on the racetrack and in the city.

Successful completion of all stages of the exam provides for the issuance of a driver's license within seven days. When receiving your ID, you must present a document that can be used to prove your identity.
