I. General provisions
Standards for fire drill and tactical-special training are
temporary, quantitative and qualitative indicators of the implementation of certain
tasks, techniques and actions by employees (workers), cadets and students
(hereinafter referred to as personnel) of the federal fire service, branches,
duty guards (shifts), federal fire departments
services (hereinafter referred to as FPS units), educational institutions Ministry of Emergency Situations
Russia, in compliance with the sequence (order) set out in the collection
standards.
Standards
fire drill and
tactical-special
preparation
apply to personnel participating and involved (admitted) to
organizing fire extinguishing and carrying out emergency rescue operations. Working off
standards, women are provided only under section 11 - first aid.
Practicing standards in classes and exercises contributes to improvement
techniques and methods of action of personnel in operational-tactical conditions
actions in case of fire, mastery of full-time firefighters and emergency rescue
equipment, reducing the time required to bring them into combat readiness. Besides,
standards make it possible to establish an objective and unified approach to determining the level
training of personnel and units of the Federal Border Guard Service.
The development of standards by personnel must be preceded by a study
mobile fire extinguishing equipment, full-time firefighter and emergency rescue
equipment, first aid equipment, radiation instruments and equipment,
chemical and biological protection, rules for handling and working with them, requirements
labor protection, requirements of relevant rules, guidelines, instructions and
recommendations.
During training, personnel at the beginning must learn how to correctly and
qualitatively perform techniques (actions) on elements at a slow pace and only

Time to meet the standard with personnel, department, duty officer

Before meeting standards for firefighter and emergency response deployment,
rescue equipment, trainees (tested) line up at the mobile
fire extinguishing equipment from either side towards the front wheels (guide

Before complying with the standards associated with starting the engine, it must be

Before the start of the school year officials those responsible for the organization
professional training in the departments of the Federal Border Guard Service, are developing a list
standards to be worked out during the year, taking into account official functions,
equipment of the FPS unit, tasks solved by the FPS unit and
operational and tactical features of protected objects. List of standards
approved by the head of the governing body and division of the Federal Border Guard Service.
The development of standards by personnel is carried out during the hours stipulated
daily routine and training schedule, individually or as part of
departments, guards (shifts), at least once during two days on duty.

increases (decreases) by the corresponding percentage of missing personal
composition, if this is not specified in the conditions for compliance with the standard.
When working out standards on the ground, routes (directions) for actions
FPS units are not designated or laid out in advance.
The procedure for determining the assessment
Standards are checked during inspections and final inspections

If the standard is met several times (no more than three), then the score for

Individual assessment to an employee (employee) for completing several
standards and assessment of the FPS unit for compliance with standards in the composition
department, guard (shift) is determined by the marks received for completing
each standard, and it is considered:
"excellent" if more than half of the tested standards are met with an assessment
"excellent", and the rest - with a rating of "good";
"good" if more than half of the tested standards are met with a rating of not
below is “good”, and the rest are rated “satisfactory”;
"satisfactory" if at least 70% of the tested standards are met with
positive assessment, and when assessed according to three standards, two were met, while
one of them is rated at least “good”.
Score for fulfilling single standards for a department, guard (shift)
is derived from individual assessments of employees (workers) and is determined:
"excellent" if at least 100% of employees (employees) received
positive evaluations, with more than 50% of employees receiving an “excellent” rating;
"good" if at least 100% of employees (employees) received
positive ratings, with more than 50% of employees receiving a rating of at least
"Fine";
"satisfactory" if at least 90% of employees (employees) received
positive ratings.
When checking compliance with standards in the squad, guard and
individual standards overall assessment of the unit for compliance with standards
defined:
“excellent”, if the first rating is “excellent” and the second is not lower than “good”;
“good”, if the first rating is “good” and the second is not lower than “satisfactory”;
"satisfactory" if both ratings are not lower than "satisfactory".
Standards № № 1.1, 2.1, 3.2, 4.3, 5.7, 5.8, 7.3, 9.3, 10.4, 11.2, are
mandatory for implementation during inspections, final checks
activities of territorial bodies of the Ministry of Emergency Situations of Russia, divisions of the Federal Border Guard Service, as well as on
control classes.

Standards for fire drill and tactical training are temporary, quantitative and qualitative indicators of the implementation of certain tasks, techniques and actions by employees (workers), cadets and students
(hereinafter referred to as the personnel) of the federal fire service, departments, duty guards (shifts), units of the federal fire service (hereinafter referred to as the FPS units), educational institutions of the Ministry of Emergency Situations of Russia, in compliance with the sequence (order) set out in the collection of standards.

Technique for fulfilling the standard:

Climbing the retractable staircase to the third floor is carried out by the command “Up the retractable staircase to the 3rd floor of the training tower - march!”

Climbing the retractable ladder. Climbing stairs can be done in various ways(both on each step and every other step). The knees should not extend beyond the bowstrings. It is forbidden to press against the ladder, reducing the distance of the ladder performer. When walking up the stairs, your foot should be on the step, on the forefoot.



When climbing through one step, Firefighter No. 1 begins climbing the retractable ladder by placing his right foot on the first step and grasping the fifth step with his left hand from above. Technique for fulfilling the standard:

The firefighter opens the compartment, takes out the suction mesh from it (Fig. 23c) and attaches it to the sleeve extended from the pencil case (Fig. 23d). Then the fireman and driver remove the suction hose from the canister (Fig. 23d, f) and place it on the ground 4 meters from the pump suction pipe. The firefighter and driver take the suction hose from the right canister (Fig. 23g) and place it on the ground. The driver and firefighter attach the hose to the suction pipe of the pump (Fig. 23h) using a wrench, after which they connect the hoses to each other, sealing the connecting heads (Fig. 23i). The firefighter lifts the end of the hose with the suction mesh and immerses it in the reservoir so that the mesh is completely immersed in water, attaches the check valve rope to any durable object or hose (Fig. 23k). The driver prepares the pump to draw water.

The connection of the suction hoses to each other, to the pump nozzle and the suction mesh can be carried out as follows; the driver takes the suction hose from the connecting head, brings it to the suction pipe of the pump, aligns the protrusions of the hose head with the grooves on the pipe and screws the head in completely using a wrench. The firefighter assists the driver by grasping the middle of the hose and holding it in a horizontal position. To connect the suction hoses to each other, the driver and firefighter clamp the hoses between their legs at the connecting heads so that they are parallel to the ground. Then the heads are aligned and connected, tightening with keys. To connect the suction mesh, the driver lifts the end of the hose closest to the reservoir; The fireman, kneeling down, attaches the mesh to it and tightens the connection with keys.

To connect a hydraulic tool to a pump (pumping station) and start work, firefighter No. 1 takes the pump and carries it to the place of proposed work, installs the pump on a horizontal platform, at a distance of no more than the length of the hydraulic hose from the place of work. Firefighter No. 2 carries and deploys the hose reel (if equipped) so that the hydraulic hoses do not come into contact with corrosive liquids, heated elements or open fire (Fig. 246, c, d). After this, firefighters No. 1 and No. 2 pick up hydraulic tools, remove the protective caps from the quick-release connections, and make the connection (Fig. 24e, f). Having completed these operations, fireman No. 1 checks the tightness of the connections (the couplings must be screwed in all the way). Then he takes a stable position (depending on the type of work), fixes a comfortable position of his legs and arms with the tool and works with it (Fig. 24g).

Before starting work with the tool, firefighter No. 1 must, by turning the control handle, make two or three test movements of the working parts. If the working parts do not move or move slowly, then air may have entered the system.

After preparing for work, firefighter No. 1 brings the tool to the place where the reinforcement is bitten, opens the knives to the required amount, places them on the reinforcement at a right angle, as close as possible to the articulation of the knives, and gives the second crew number a command to pump the working fluid to the tool ( Fig. 24h). Firefighter No. 2, having installed the pump (pumping station) on a horizontal platform, puts it into action (Fig. 24i, j). Firefighter No. 1 turns the control handle of the working tool, the knives close, and the reinforcement is bitten (Fig. 24k).

Protective stockings (4) are made of special fabric, their soles are reinforced with rubber or canvas. In some protective stockings, the cuff is replaced with boots. Protective stockings have straps or ribbons for attaching them to the leg and one ribbon for attaching to the waist belt. Protective stockings are produced in three sizes:

1st - for shoes size 37-40;

2nd for shoes size 41 42;

3rd - for shoes size 43 and above.

Protective gloves (5, 6) are made of rubber with seals made of impregnated fabric or with elongated gauntlets. There are two types of gloves: summer five-fingered gloves BL-1M and winter two-fingered gloves BZ-1M. Winter gloves have an insulating liner fastened with buttons.

Gloves are selected based on the results of measuring the circumference of the palm at the level of the fifth metacarpophalangeal joint. Summer gloves are available in three sizes:

3rd size - more than 23 cm.

Winter gloves are available in two sizes:

1st size - up to 22.5 cm;

The fourth and subsequent moves are alternated in such a way that one move of the bandage goes under the ear to the affected eye, and the next one is a fixing one. Bandaging is completed with circular moves on the head.

The bandage on the right eye is bandaged from left to right, on the left eye - from right to left.


Technique for fulfilling the standard “Applying a primary bandage to the right (left) ear” (Fig. 28):

Remove the headdress from the “wounded”;

Open the individual dressing bag or bandage;

Fold the PPI pads and place them on the eye. Secure the bandage in two horizontal circular motions around the head, unwinding it from left to right when applying a bandage to the right ear and from right to left when applying a bandage to the left ear;

Technique for fulfilling the standard “Applying a primary bandage to the elbow joint”:

Open the individual dressing bag or bandage;

Bend the “wounded” person’s arm at the elbow joint at a right angle;

Place folded PPI pads on the wound and secure them with several circular passes of the bandage. If there is damage directly in the area of ​​the elbow joint, a converging bandage is applied. If the damage is located above or below the joint, a divergent bandage is used;

Bandaging of the converging bandage (Fig. 29a) begins with circular strengthening rounds either in the lower third of the shoulder above the elbow joint, or in the upper third of the forearm. Then, using eight-shaped rounds, the dressing material is closed in the area of ​​damage. The passes of the bandage intersect only in the area of ​​the elbow bend. The eight-shaped rounds of the bandage are gradually shifted towards the center of the joint. Finish the bandage with circular tours along the joint line.

Bandaging of a divergent bandage (Fig. 296) begins with circular fastening rounds directly along the line of the joint, then the bandage is alternately applied above and below the elbow, covering two-thirds of the previous rounds. All passages intersect along the flexor surface of the elbow joint. Thus, the entire joint area is covered. The bandage is finished in circular motions on the shoulder or forearm.

Bandaging of the divergent bandage on the area of ​​the knee joint (Fig. ZOv) begins with securing circular tours through the most prominent part of the patella. Then eight-shaped diverging moves are performed, crossing in the popliteal region. The bandage ends in circular circles in the upper third of the leg or lower third of the thigh, depending on where the damage is located.


Technique for fulfilling the standard “Applying a primary bandage to the shoulder joint” (Fig. 31):

Open the individual dressing package;

The trainee takes a position on the side of the “wounded” person from the side of the shoulder joint;

The first two strokes of the bandage are secured around the upper third of the shoulder;

Then the bandage is applied to the shoulder girdle and along the back to the axillary region of the opposite side. Next, the bandage moves along the front side of the chest to the front surface of the shoulder, along the outer surface around the shoulder into the armpit, with a transition to the outer surface of the shoulder joint and shoulder girdle. Then the rounds of the bandage are repeated with an upward shift of one third or half the width of the bandage. Bandaging is completed with circular tours around the chest. The foot is placed in a position at right angles to the shin. Bandaging begins with circular fixing rounds in the lower third of the shin above the ankles. Then the bandage is moved obliquely along the dorsum of the ankle joint to the lateral surface of the foot (to the outer surface of the left foot and to the inner surface of the right foot). Perform a circular motion around the foot. Next, from the opposite side surface of the foot along its back, they cross the previous course of the bandage obliquely upward and return to the lower leg. Again, perform a circular motion over the ankles and repeat the eight-shaped strokes of the bandage 5-6 times to create reliable fixation of the ankle joint. Collection and departure on alarm. It is advisable to divide the training for gathering and leaving on alarm into two stages: the first stage - building a squad, assigning a combat crew, forming a combat crew at a fire truck, getting into the car and dismounting, the second stage - gathering on alarm, putting on combat clothing and equipment, boarding car, leaving the garage and proceeding to the place of call.

Working out the first stage. The squad leader builds a squad with right side vehicle, facing it, announces the content and purpose of the lesson, assigns a combat crew and shows the location of the squad formation near the vehicle. To assign a combat crew, the squad leader calls the firefighter's name and assigns him a combat crew number. For example: fireman Smirnov (Smirnov answers “I”) - number one (Smirnov answers “is”), etc.

The construction is performed several times. Then the squad leader shows each firefighter where to board the vehicle and trains the squad members to take a seat in the cabin from various positions.

At the command “To the vehicles” or “Squad - stand”, the squad is formed near the car, starting from the axis of the rear right wheel to the cabin, in the first line is the squad commander, firefighters No. 1, 3, 5, 7, in the second - firefighters No. 2, 4 , 6 and driver (Fig. 3.).

At the command “Take your seats”, the squad gets into the cab of the car, firefighters No. 1, 3, 7, 2 on back seat, firefighters No. 4, 5, 6 - to the front. The squad leader sits next to the driver. On a tanker truck, the squad sits in the second cabin in order No. 1, 3, 4, 2. The commander is next to the driver.

The landing is considered complete when the combat crew takes their places in the vehicle and closes the cabin doors.

Combat crews, consisting of less than five people, line up next to fire trucks in a single-rank formation.

Working out the second stage. The second stage includes gathering on alert, putting on combat clothing and equipment, getting the combat crew into the car, getting a permit, opening the gate, leaving the garage. The squad leader assigns combat crew numbers, explains their responsibilities, paying special attention to compliance with safety regulations, and demands that they perform an exercise.

Assembling and leaving on alarm is learned after practicing the exercise - putting on combat clothing and equipment.

At the signal or command “Alarm”, firefighters, regardless of their location, run to the garage, while they are not allowed to throw clothes and household items on the paths, stop in the aisles,

When using a descent pole, each firefighter must maintain the required interval, watch those descending in front and not touch them with his feet. Once your feet touch the mat at the base of the trigger post, you need to lightly push off from the post and quickly move away from it.

Firefighters put on combat clothing and equipment, sit in the cab, the driver starts the engine, the department commander receives a permit, firefighters No. 1, 2 open the garage door (if they do not open automatically), sit in the cab and close the doors. The commander, taking a seat in the cockpit, announces the address of the fire, gives the command “March” to the driver, and the driver drives the car out of the garage.

The procedure for boarding department and guard personnel into fire trucks (in the garage or outside the garage) is established by the head of the fire department based on safety conditions and local circumstances.

It is prohibited to give a command for vehicles to proceed to the place of call until personnel have boarded the vehicles. The landing is considered complete only when the combat crew takes their seats in the vehicle and closes the cabin doors. When landing outside the garage, personnel are allowed to enter the site only after the vehicle has left.

The lead car leaves first, the rest follow the established sequence.

While the vehicle is moving, combat crew personnel are prohibited from smoking, leaning out of windows, opening doors, standing on the steps, etc.

At the command “Stop,” the driver stops the car. When returning from a fire, upon the command “Guard squad, stand!” The personnel of the combat crew leave the cockpit and line up next to the vehicle according to the established order, after which the necessary instructions are given to prepare the vehicle for the next departure.

According to this instruction, the combat crew, if necessary, replaces wet hoses with dry ones, cleans technical equipment, washes cars and other work.

At the command “Put the car in the garage,” the driver puts the car in its place, turns off the engine, firefighters No. 1 and 2 close the gates, the squad leader checks the filling of combat clothing and equipment, and sums up the lesson.

Laying sleeves from rolls, packs and accordions. The laying of a hose line from “accordions” laid on a car is carried out at the rate of one person per hose. On command: “Lay a sleeve line from an accordion into three sleeves.” Firefighter No. 1 takes the end of the upper hose, lays a line at a given distance; fireman No. 2 takes the connecting head of the second hose, fireman No. 3 takes the third hose, helps lay the line; the driver connects the hose line to the pump discharge pipe.

Hose lines are divided into main and working lines according to their purpose. The hose line running from the pump to the branch is called mainline, the line running from the branch to the trunk is called working.

Laying main hose lines from rolls. The composition of the calculation depends on the length of the hose line. Each firefighter lays two hoses without repeated movements. The initial position of the calculation is on the right side of the car pump in one line.

At the command: “Branching (name the location of its installation), the main line into four branches from the rollers - march,” the firefighters run up to the boxes of the car body and take two rollers. Firefighter No. 2 places one hose on the ground, and rolls out the second, attaching the connecting head to the pump nozzle. Then he takes the second roll from the ground, rolls it out, connects the hoses together, lays a line of two hoses, attaches the head of the second hose to the head of the hose laid by fireman No. 1.

Firefighter No. 1 runs with hoses and a branch in the direction of laying the line, stops approximately where firefighter No. 2 finished laying, rolls out one hose, and then the second, connects them together, attaches the branch, lays the line to the installation site of the branch.

When installing fire trucks on water sources, it is necessary to pay attention to the coordination of the actions of the driver, firefighters and their compliance with labor safety rules. The driver should remove the suction hoses only after the column operator has approached the pump and is prepared to remove the suction hoses, to avoid the hoses falling off.

When performing exercises, the compartment is built in one line, between the pump and the water source.

Installation of a pump truck (tank truck) on a reservoir. At the command “Car pump (tank truck) on reservoir No. (indicate the number of suction hoses) - place”, the driver disconnects the plug of the pump suction pipe, stands on the car’s step, and releases the fastening of the suction hoses. The fireman runs up to the car, takes a suction net with a rope from the box, takes them to the pond and puts them on the ground, runs up to the car, stops in front of the driver and together with him removes (sequentially one after another) the suction hoses, which are placed on the ground - one at the pump, the second - behind the first towards the water source; the driver runs up to the pump, lifts the hose, attaches it to the suction pipe and screws the head in with a key until it stops. The firefighter lifts the hose with both hands, clamps it with his knees and attaches the mesh to it, then the driver and firefighter connect the hoses together and screw the head. After this, the fireman takes the net with the end of the sleeve, unwinds the rope, lowers the sleeve into the water so that it covers the net, and ties the free end of the rope to any nearby object. The driver prepares the pump to supply water to the hose line.

Laying a hose line by running. Build a compartment at the auto pump, facing the direction of laying the hose lines, announce the exercise, explain in which cases it is necessary to lay the hose lines in dashes.

When laying a hose line by running, the initial position of the firefighters is at the end of the hose line laid from the pump to the border, beyond which the hose line cannot be laid in the usual way; there is the required number of sleeves in rolls on the ground; Firefighter No. 1 has a gun strapped to his left shoulder.

At the command “Barrel (indicate position), line (indicate the number of sleeves), dash - march!” firefighters take one hose in a roll, mark the path of movement, firefighter No. 1 runs across, using shelters, to the place of work, showing with his movement the direction of laying the hose line. He leaves the brought hose in reserve in case of lengthening the hose line or replacing a failed hose. Firefighter #2 attaches the hose to the hose line and runs his hose line using covers, then attaches it to the hose laid by Firefighter #3.

The remaining firefighters run in the direction indicated by firefighter No. 1 and perform the same techniques. When installing a retractable ladder you must:

put a ladder in 1.5-2 m from the wall (angle of inclination of the stairs 80-83°);

push out the legs of the ladder evenly, without jerking, without allowing the rope to wrap around your hand;

hold the ladder when extending and folding by the bowstrings of the first knee, preventing your fingers from reaching the inside of the bowstring;

install the ladder only on a flat surface so that the weight of the ladder is distributed evenly across both shoes; the ladder must not be distorted or fall.

Climbing or descending a retractable ladder is permitted after:

the ladder is leaned against the building and supported by the strings of the first knee by the second fireman;

the ladder is extended to 2-3 steps above the window sill, cornice, etc.;

when ascending (descending) a retractable ladder, you need to look in front of you, hold on to the steps (thumb at the bottom of the step);

It is prohibited for more than one person to climb and descend the retractable ladder on one knee and leave the ladder unattended in the extended state;

a firefighter holding a three-leg ladder is prohibited from looking up when personnel or those being rescued are ascending and descending it;

The ladder must be installed in places where it will not come into contact with power lines if it tilts or falls. If this is not possible, it is necessary to assign a firefighter to insure the ladder against falling until the work is completed;

installation of three knee ladders to a metal roof is permitted only after the facility has been de-energized;

a person working on a three-legged ladder with a barrel or tool must be secured to its step using a carabiner;

It is prohibited to change the location of an extended three-leg ladder without warning those working at height.
