Who issues passports in Russia. Where is the passport issued

Today we have to find out who issues passports on the territory of the Russian Federation. This issue is important for all citizens of the Russian Federation. After all, every adult must have an identity card. Children are issued passports at the age of 14. That is why you need to know everything about obtaining an identity card on the territory of the Russian Federation. What information can a citizen need?

Types of passports

Passport is an identity document. Today, several types of such paper are distinguished in the country. The first is a civil passport. It is issued for the first time at the age of 14. Owned by all citizens of the country. Required to receive services on the territory of Russia.

The second type of passports is foreign. They allow you to travel outside the country and identify a person. This document is optional. It is issued at the request of the citizen. But they are compulsorily issued when traveling abroad.

When exchanged and given

Before thinking about who issues passports in Russia, you need to understand when a citizen will need to apply for a particular identity card.

As already mentioned, a civil passport is issued for the first time at the age of 14, a foreign passport is issued at any age at the request of a person. Under certain circumstances, these IDs need to be changed.

When exactly? For civil passports, the following restrictions apply:

  • replacement at 20 and 45 years old (by age);
  • restoration of a document in case of loss or theft;
  • exchange of an identity card after it has been damaged;
  • making a new passport when personal data (most often last name) changes.

Foreign passports are divided into several types - old and new. The first ones need to be exchanged every 5 years, the second - once every 10 years. Also, foreign passports are subject to replacement if they are damaged, lost, stolen, or after changing information about a citizen.

Where to apply for a passport

Who issues passports in the Russian Federation? Today there are several organizations dealing with this issue. Citizens themselves can decide where to turn for help.

We can say with confidence that today passports are issued by the Federal Migration Service and the migration services of the Russian Federation. Here, IDs are usually exchanged without much problem. The FMS issues both civil and foreign passports.

But that is not all. Who issues passports? Since 2017, this right has been transferred to multifunctional centers. That is, you can issue an identity card at any MFC in a particular region.

Primary design

Where is the passport issued? For the first time, an identity card is issued according to special principles. Namely, in the Ministry of Internal Affairs. It is necessary to contact the migration department with certain documents requested when issuing a civil passport.

This means that in addition to the FMS and the MFC, the Ministry of Internal Affairs is in charge of issuing identity cards. But in practice, practically no one comes here. Multifunctional centers are much more popular.

Internet and Internet again

The places of issue of passports on the listed bodies do not end there. Where else can you go with the relevant question? Who issues passports in Russia?

The latest innovation in this matter is the "Gosuslugi" portal. You can order a passport (civil and foreign) through the website gosuslugi.ru. You can get quite a lot of state and municipal services here.

Passport will be issued either at the FMS or at the MFC. The user decides for himself where it is more convenient for him to obtain an identity card.

Does registration play a role

The document under study must indicate who issued the passport. An example of the corresponding mark will be presented later. Before that, you will have to understand whether registration is important for obtaining a passport.

It depends on which side you look at. You can apply for the issuance / exchange of an identity card to any department of the FMS / MIA / MFC. The only difference is that when contacting an institution for registration, the period for issuing a document is reduced.

On the other hand, a person cannot be issued a passport without registration. By law, all citizens must have a place of residence - temporary or permanent. It is indicated on the civil identity card.

From all of the above, it follows that registration / registration is a rather important component. Every citizen should have it, otherwise he will simply not be given a passport. This is normal.

Information in the passport

It is clear who issues the passports. What information does this document contain? Consider a civil ID.

The following data must be indicated here:

  • the authority that issued the passport (usually the regional department of the Federal Migration Service of the Russian Federation is registered here);
  • date of issue;
  • the city of residence of the citizen;
  • Full name of the owner;
  • gender of a person;
  • citizenship;
  • citizen's signature;
  • military duty;
  • marital status;
  • registration;
  • the series and number of the passport (more on these components later);
  • data about children.

Also in the passport there will be a photograph of a citizen. It also contains information about all previously issued identity cards.

About series and number

An example of who issued the passport can be seen below. Please note that this entry has a digital interpretation. The date of issue of the document and the region of issue of the corresponding paper is expressed by the series of the identity card. All passports have this feature. The document under study cannot do without them.

Have you received a civil passport? Series, number, "issued ..." - these data are on one page. The series consists of 4 digits. The first two are the paper registration region code. The second two are the year in which the identity card was issued.

Sometimes it happens that the year of issue does not coincide with the series of the passport. This is normal. Previously issued passports sometimes have a State Sign error. Instead of changing the document number, we changed its series.

Section "Issued by"

You also need to look at another important part of the identity card. We are talking about the column "Issued by the passport". An example of this line has already been presented to our attention.

The point is that in this section, the FMS of a particular region in the settlement is necessarily written. For example, you can find the inscription: "The passport is issued by the Federal Migration Service of the Leningrad region of the city of Kaliningrad, Kaliningrad region." This means that this identity card was issued in the migration service related to the Leningrad region (the citizen is registered in it) in Kaliningrad.

When filling out some applications where passport data is required, it is imperative to write which authority issued the identity card. Such rules are in force in Russia today.

Even if a citizen issued a passport through the MFC or on the Internet, one or another FMS authority will still be written on the identity card. It is he who deals with migration issues of the population.

Replacement procedure

From now on, it is clear where passports are changed and issued. What do you need to get a civil ID? And a foreign passport? It all depends on the situation. The procedure will be the same, but the documents attached to the application are different.

To obtain or replace a passport, you need:

  1. Write a corresponding statement. The form for this can be taken from the Federal Migration Service or the MFC.
  2. Collect this or that package of documents. It depends on the specific situation.
  3. Pay the state duty for making a passport. The initial receipt of the document and its exchange by age / change of information about the owner today costs 300 rubles. For the re-issue of a passport due to its damage / loss, you will have to pay 1,500 rubles.
  4. Submit an application with a package of papers to the regional FMS or MFC.
  5. Wait until the document is ready and pick it up from a particular authority.
